The second NORSIL–NKJ seminar, held from 16-17 June 2026 in Tromsø, examined the role of Sámi traditional knowledge (árbediehtu), Sámi law, and reindeer-herding governance in the context of a just green transition across Norway, Sweden, and Finland. Bringing together more than thirty researchers, students, Sámi representatives, and stakeholders, the seminar explored how industrial development, renewable-energy projects, mining, and infrastructure affect Sámi lands, livelihoods, culture, and self-determination. Discussions emphasized that árbediehtu is a living, relational body of knowledge transmitted through practice, language, and community institutions, rather than a collection of information easily documented within Western legal frameworks. Participants identified persistent barriers to its meaningful recognition in courts, planning processes, and environmental assessments, including fragmented governance, inadequate consultation, and limited consideration of cumulative and intergenerational impacts. Presentations considered Nordic case law, UN treaty-body decisions, compensation systems, free, prior and informed consent, and comparative experiences from Canada and Bangladesh. The seminar highlighted the need to move beyond project-by-project decision-making towards holistic, landscape-based approaches that recognize Sámi governance systems, cultural continuity, and Indigenous self-determination. It also underlined the value of decolonial, collaborative research methods grounded in care, storytelling, and co-creation. The findings will inform a future special issue and policy recommendations for the project’s final seminar in Rovaniemi in May 2027.
