We have now activated the hypothes.is plugin in NOPOS, which makes it possible for readers to add annotations to the articles, in public or private mode.
In the PDF viewer, look for the plugin icons in the right upper corner. You need to log in to be able to add annotations. You don't need to be logged in to view existing annotations.
