Abstract

Many employees in municipal health and care services encounter ethical challenges in their daily work yet lack forums to discuss such issues. In a project, four municipalities received implementation support to establish municipal ethics committees—interdisciplinary forums where employees, patients, and relatives can seek help with ethically demanding issues. Such ethics committees in municipal health services are considered a novelty and have so far received little systematic investigation. At the project's outset, the participating municipalities appointed two key persons who became the committees' leaders or secretaries. This study examines the experiences of these key persons in coordinating and leading the municipalities' ethics work, including ethics deliberations on specific cases. Data from three focus groups, supplemented and validated with data from five dialogue seminars over three years, were analyzed using reflexive thematic analysis. The findings indicate that reflection on ethical issues can have implications beyond individual cases; however, the key persons faced extensive responsibilities in implementation, competence building, marketing, and anchoring. To avoid too much reliance on individuals’ efforts, resources and conditions for the committees should be improved.
